Rust converter is an safe compound that neutralises rust and transforms steel surfaces. Based on tannic acid it converts loose rust into a powder which can then, once dry be washed off to leave an inert surface. This can be applied with a brush, roller or spray (after any loose rust, dirt, oil or silicon has been removed), left 24-48 hours depending on ambient temperature and rinsed off to leave a dry surface for painting. 1 litre of will treat 12 to 15 square metres.
